There are different increment levels achieved using ticker control or keyboard arrow keys (cursor key).
 
Solution:


The different increment levels to control offset increment under Rules on measurement palette are:
 
  1. Increment/ decrement via ticker control or keyboard arrow keys only (no modifier key pressed).
  2. Increment/ decrement via Alt/ Option modifier + ticker control or keyboard arrow keys.
  3. Increment/ decrement via Shift modifier + ticker control or keyboard arrow keys.
The increment levels differ for all the above 3 methods.
Alt/ Opt modifier increment has the smallest increment level while Shift modifier increment has largest increment level.
